PRESS RELEASE: Implementation of Airport Fee for International Connecting Passengers at Lima Effective October 27

Lima Airport Partners (LAP), operator of Jorge Chávez International Airport (JCIA), informs the public as follows:

1. Following a transparent and public tariff-setting process regulated under the Supervisory Agency for Investment in Public Transport Infrastructure (OSITRAN) and established since 2013 under a contractual mandate with the Peruvian State, starting October 27, passengers whose international connection point is Jorge Chávez International Airport will be required to pay a Unified Airport Usage Fee (TUUA) for International Transfers (INT-INT).

2. This fee will apply to passengers with international connections who change flights in Lima to re-board toward their final destination. The charge for passengers with domestic connections within Peru is still under review, following an ongoing process of negotiation and dialogue between the Ministry of Transport and Communications (MTC) and the airport operator, LAP. 

3. Despite LAP’s efforts to reach an agreement with airlines to include this airport fee in the ticket price—a global trend in the aviation and airport industry—this has not been possible. As a result, the concessionaire has had to implement additional payment alternatives to ensure the mandatory collection of the Transfer TUUA. 

The following payment options have been implemented:

  • Online payment platform, allowing passengers to make the payment in advance before their trip.
  • Authorized airport agents with mobile POS devices, located throughout the passenger connection flow and route in Lima.
  • Exclusive On-site Payment Counters for TUUA collection.

Likewise, passenger communication is essential, so airlines, as the main point of contact with passengers, are reminded to promptly inform them of the mandatory payment of this charge to ensure it is made before travel.

4. It is important to note that the TUUA is not a tax. It is a fee charged in exchange for the range of services provided to connecting passengers at Jorge Chávez International Airport, including the use of boarding lounges, baggage inspection systems, baggage handling, boarding pass control, security, medical assistance, among a total of 26 services.

De acuerdo a lo dispuesto en el segundo párrafo del inciso c) del párrafo 6.3 del artículo 6 del Decreto Legislativo N.° 1372 y en el párrafo 7.3 del artículo 7 del Decreto Supremo N.° 003-2019-EF, se comunica que LIMA AIRPORT PARTNERS S.R.L. ha realizado los mecanismos razonables para obtener la información del beneficiario final, considerando los criterios de propiedad y control previstos en los literales a) y b) del párrafo 4.1 del artículo 4 del Decreto Legislativo 1372 y en los párrafos 5.1 al 5.4 de su Reglamento y documentado estos, respectivamente. Sin embargo, no ha sido posible identificar al beneficiario final bajo los criterios señalados en el párrafo precedente por lo que hemos considerado como beneficiario final a las personas naturales que ocupan los puestos administrativos superiores.
